The Packaging and Packaging Waste Regulation (EU) 2025/40 generally applies from 12.08.2026. For online brands, retailers, importers and marketplaces, compliance now extends across product packaging, delivery packaging, online information, EPR data and technical documentation. Six requirements are especially relevant through 2040.

Classify every packaging level

Classify each packaging unit and component as sales packaging, grouped packaging, transport packaging or e-commerce packaging. Product boxes, multipacks, parcel cartons, mailers, inserts and fillers may belong to different packaging levels.

Conformity and documentation

Manufacturers, importer, distributor or producer must assess packaging conformity, create technical documentation and issue an EU Declaration of Conformity before placing packaging on the market. Records must be retained for 5 years for single-use packaging and 10 years for reusable packaging.

Where PPWR labels, QR codes or digital data carriers apply, the same information must also be available before an online purchase. Product pages must therefore support the relevant material, sorting and reuse information for each packaging level.

Reduce delivery packaging and empty space

E-commerce packaging will be subject to a maximum empty-space ratio of 50 percent starting from 01.01.2030. Air cushions, paper filler, bubble wrap, foam and similar filling materials count as empty space in the calculation.

Reusable transport packaging

At least 40% of listed transport packaging used within the EU must be reusable within a reuse system from 2030. From 2040, operators must endeavour to reach 70%. Certain intra-company and domestic B2B transport flows face stricter reuse requirements, while exemptions apply to specific packaging and transport cases.
