Determine whether your company acts as manufacturer, importer, distributor, producer under extended producer responsibility or professional end user for each part flow. The assigned role defines the applicable documentation, registration, reporting and conformity obligations.

Classify each packaging unit by its function as sales packaging, grouped packaging or transport packaging. In industrial packaging hierarchies, bags, cartons, reusable containers and pallets may belong to different categories.

Manufacturers must assess packaging conformity, create technical documentation and issue an EU Declaration of Conformity before placing packaging on the market. Records must be retained for 5 years for single-use packaging and 10 years for reusable packaging.

Packaging weight and volume must be reduced to the minimum necessary for functionality and protection. Grouped, transport and e-commerce packaging will also be subject to a maximum empty-space ratio of 50% once the required calculation methodology applies.

PLANNED
At least 40% of listed transport packaging used within the EU must be reusable within a reuse system from 2030. From 2040, operators must endeavour to reach 70%. Certain intra-company and domestic B2B transport flows face stricter reuse requirements, while exemptions apply to specific packaging and transport cases.
